The Chinese Foreign Policy can be understood with a multilayered diplomatic approach by which the Greater China develops international relations throughout three main layers. A macro layer- seeking multilateral relations. A meso-layer – by developing bilateral relations. And finally, a micro-layer which is located the subnational governments such as cities and provinces. In the micro-layer, we conceptualize the city diplomacy.
A very good example of how these layers work can be seen in this report. We argue that China develops multilateral relations with Latin America by developing the Forum China-CELAC (A macro-layer). From a meso-layer, there are bilateral relations. And from a micro-layer, there are the subnational relations – city diplomacy.
